TNA’s Submission to the Parliamentary Inquiry into Revive: National Cultural Policy

Recently, Parliament conducted an Inquiry into Revive: the National Cultural Policy. The committee was particularly interested in the sector’s feedback on ways to boost the productivity of the sector, and the risks and opportunities that emerging technologies pose. TNA made a submission.

In our submission, TNA recommended suggestions that we have vouched for in the past, during in the lead up to the Federal Election. The two recommendations to tax reform were:

Introduce tax exemption for income earned from arts grants and fellowships
Commission a review to extend PBI status to a broader range of arts and cultural organisations

In response to the risks and opportunities that emerging technologies pose, TNA supported a position reflected by sector peaks bodies, that AI offers tools to expand audiences and lower technical barriers, but only if policy, licensing and industry practice protect creators’ rights and livelihood.

TNA shares the concern of our peak body network over the Productivity Commission’s proposal, which we view as a license to train models on copyrighted works without permission or payment, resulting in the theft of creative output from Australian artists and arts organisations.
